These bookmarklets are really helpful for designing CSS layouts. The author has many other bookmarklets which perform such varied functions for you as opening every link on a page, changing all the colors on a page, etc. (found via Tread Lightly)

I also use an extension for Mozilla called Web Developer (http://texturizer.net/firebird/extensions.html#Web%20Developer) that displays a simple toolbar containing handy functions like the ability to resize the window to common resolutions, view source in a tab, view CSS, hide images, etc.
