What was it?

Thanks for all your guesses! The answer to the burning question of "what the heck was that thing" is, it was a local phone book.

Yes, the phone company delivered one of those small local phone books in a paper bag to the office. It got rained on and driven over multiple times. Now it is just a flat mass of whitish, grayish and yellowish pulp with a bit of plastic embedded inside. On dry days, the entire thing can be picked up and moved, which is just what I'm going to do with it. Move it to the dumpster.

Wow. I never would have guessed a phone book. Well, that explains the yellow, and the resulting pulp is similar to the stuff in the padded mailers I described in my guess.

I'm not a fan of those small phone books--not terribly useful. And the humongous one that comes from Yellow Book? TOTALLY useless and impossible to store--who can devote that much real estate to a phone book? I called them last year and told them I didn't want to receive it again, and I encountered some resistance. Apparently, the companies who buy the ads will be angry if the book doesn't get spammed to the entire area.

Well, tough titties, I said (in kinder words), take me off. I eventually won the point, but what a lot of work!
