Coming to a city near you? Word is that Fall River, MA will not charge a toll for entry, but will make you remove at least one rat as you exit the city.

It seems to be working well for London. It's another one of those sensible programs that has several benefits but before its enacted people act like the sky is falling and the end of civilization is imminent.
Someday when I have free time... if I ever have free time again... I'll catalog all the hysteria that surrounds every increase in the minimum wage, every smoking ban, the trans-fat ban, the CFC ban, etc.
